The decision to build a new Palace of Soviets in Moscow was made in the post-revolutionary period. Work on the project began in 1931. It was decided to build a building on the site of the destroyed Cathedral of Christ the Savior. The workers faced serious difficulties already at the initial stage of construction. The ground on which the large-scale building was to be built was very difficult. Therefore, work on the creation of a strong foundation was carried out for the first 10 years.

Work on the construction of the Palace of Soviets had to stop in 1941.
